It's simplist, don't give us information about the 'before the war', neither what happen with the rest of the country or the world. Or how the goverment really work. So, we don't have much context, but it's a page-turner. You want to know what going to happen next.
In some point you could say - but that it's a perogrullada! , a truism. And duh! it's the tone of the book.
The end though, we can see many things and decisions as dumb, but I'm sure it's all for the rest of the plot.
